So the debt was lowest (although probably not low) during Carter's 'reign'. But people hate Carter and say that he was a terrible President. I don't know if he was I'm not smart enough for this discussion I started!

I think they disliked Carter because of some of his foreign policy, but he I think his habitat for humanity work really shows that he cares for people and their overall well being.
